Refugee Community Leadership Councils

Refugee communities in many host countries often face limited representation in decision-making processes that directly affect their daily lives. While humanitarian agencies, local authorities, and international organizations design programs and services, refugees themselves frequently lack structured platforms to voice their concerns, priorities, and solutions. The absence of organized grassroots representation weakens accountability, transparency, and community ownership.

As a result, community members may feel disconnected from leadership structures, leading to mistrust, misinformation, and internal fragmentation. Vulnerable groups—including women, youth, and minority subgroups—are often underrepresented in informal leadership arrangements. Without inclusive governance mechanisms, disputes over aid distribution, resource allocation, and community priorities can escalate into tensions and conflicts.

Additionally, the lack of formalized community decision-making forums limits leadership development and reduces the community’s capacity to engage constructively with host governments, NGOs, and service providers. Without empowered representation structures, refugee communities remain passive recipients rather than active participants in shaping their own development and protection strategies.

Purpose of the Project


The Refugee Community Leadership Councils project aims to establish inclusive grassroots representation structures and community decision-making forums that empower refugees to actively participate in governance, program design, and conflict resolution processes. The initiative seeks to strengthen leadership capacity, accountability, and social cohesion within refugee communities.

Key Project Activities


The project will implement the following activities:

•Life skills development workshops (communication, teamwork, problem-solving, financial literacy)

•Digital literacy and digital leadership training programs

•Training in community mobilization and grassroots organizing

•Public speaking and advocacy skill-building sessions

•Leadership mentorship and peer learning networks

•Project-based learning initiatives led by youth

•Internship or volunteer engagement opportunities

•Monitoring and evaluation of youth skill development and engagement
